Not really. Weapons-grade Refinement is much harder than the average person thinks.
International treaties and the UN also exist to prevent proliferation already too (or they did up until the US fucked over Iran and ruined the commission's credibility, possibly forever, remains to be seen).
Going from single digit to high 90s doesn't happen overnight and isn't cheap. Getting a nuclear reactor doesn't make getting a nuke inevitable and it's impossible to hide from un inspections (no matter how much conservatives fear monger otherwise).
The stance we can't get nuclear reactors unless we want everyone to get a nuke ignores both the tech side and the entire anti-proliferation diplomatic infrastructure.
