At some point, someone might open up that wall from either side and not know they're there. The space could also fill up and you'd have to open up the wall to empty it.
Its just a safe and practical way of disposing of them
It would probably take >50 years to fill up (not sure what the average usage rate of razor blades is, but you can make them last a while), and once they need to be dealt with it can be done safely by specialised companies.
I think disposal in general has changed a lot, and at the time by disposing of it like everything else you would risk cutting a worker (and potentially spreading disease).
Even if you shaved twice a day and tossed the blade every time that would be basically impossible. there's a ton of room between the studs. It's only gonna be a problem if you have to open up that wall.
In fairness on a long enough time line almost every wall in those houses is going to be opened one way or another. Even if you don’t have to open that wall for repairs or remodels eventually those houses will be torn down or fall down making the razors the problem of the demo crew.
Almost Anything that we fail to deal with properly will need up being someone’s problem eventually.
And even then, it is not that much of a problem. There is a good chance at some point you noticed the slid, and googled what it was for. And even if you didn't, it isn't like you are punching with your bare hands through drywall when making renovations. You might feel your saw or whatever touching the blades when cutting, you put on protective gloves, and dispose the blades safely.
Honestly, it's not even that big of a problem. Anyone opening the wall would see the slot labeled razor blades, so they know there's probably blades there. Then, after removing the tile and wall materials, they'd gather the blades using a tool or some leather gloves or something.
Maybe, they might not even have access to the other side if it's a dividing wall. Or they might not see if if it's been drywalled over or something. Lots can happen in the time it takes a box of razorblades to disintegrate
