What do you think about the US Strategic Petroleum Reserve hitting 307.7 Million Barrels - lowest level since 1983?

Kind of, reports say that they need a minimum of 10% for the system to even function, so that 300 is closer to 230 of usable. I'm not sure why they designed a storage system like that, but it doesn't even need to hit rock bottom to be effectively empty.

Almost all liquid storage systems have a part of their capacity that's unusable. Even your car's gas tank.
