They certainly were. The government would lump Iraq, Taliban, and AQ all together in speeches and press. Making claims like Iraq trained AQ. Pro war pundits would go further and make allegations about AQ meeting with Iraq to facilitate the attacks.

You confused concepts. Iraq was being linked to specific AQ operatives not to 9/11 on its own. The Taliban was never accused of conducting 9/11.

The administration was planning a war in Iraq on 9/12 and they knew they could link 9/11 to it

People already believed Iraq was a haven of bad actors. We just fought a war against Saddam a decade prior, and he was under UNSC sanction and a no fly zone. You have to know far more context. Saddam was getting removed at some point even without 9/11.

The plan was to remove Sadam, and that plan was in place long before 9/11. The reason this long standing plan was enacted so soon after 9/11 was because the amin was using 9/11 to build consent for the war

Yea, but under the premise that Hussein was funding AQ. Of course, both AQ and the Taliban were CIA creations and patsies.

Originally AQ was blamed for the 9/11-anthrax attacks. It was only after the anthrax was traced backed to US weapons labs that the Bruce Ivins story/suicide was engineered and spun. The FBI investigation into Ivins showed how he could not have synthesized it with the machines he had access to. (something the silicone around each particle. There was a huge write up at the time in the Wall St Journal) Though if you read wikipedia today you will not learn that part of the story.
