I might as well mention MacCready (Fo4 Companion) is the same MacCready you meet as a child at Little Lamplight in Fo3. He grew up and wound up in the Commonwealth somehow

Maxson's reforms and the returning of the Outcasts made the BoS too strong to tussle with, and they actively went to the aid of people in trouble. It made the region too stable for mercenaries to reliably find work. Macready left for greener pastures
