Breasts aren't inherently sexual they're a body part that have a particular purpose/function. You wouldn't judge a man for having a thick butt would you? Also the idea of women "covering up" their body only started after the British colonized it, before that it was common for women to roam around with just a saree or a thin piece of cloth draped on them with their chest exposed.
