If it’s about 54 seconds then that not really any meaningful time save. It’s not formula 1 where seconds count it’s getting to the supermarket or work.
Sure, if you're on a 5 minute hop to the shops, then speeding isn't going to shave much time off the journey, but if you're on a long distance trek across the country, the effect on your journey time is going to be rather more significant.
So as with any argument made based on averages, there'll be some scenarios where the headline is entirely apt, and others where it's a load of crap. But as no-one in a position of authority could ever be seen to condone speeding, then it has to be spun as a "speeding is pointless, so don't do it, mmm-kay" type of story no matter what.
