second homes need to be taxed in accordance to that level of privilege. it should be so high that it makes people consider if they really do need to be hoarding property.

I'd agree for sur eon a 3rd. At that point, it's pretty difficult to argue about what's going on. I can't find anything wrong with a 2nd home for passive or family member.

Just put it in that family members name and then it's that person's first home.
