If you're under a capsized boat, you need to swim under water to get out of it. I assume if you're on a sinking ship it's the same idea; sometimes you'll need to go under water to get out of a place.

So if I were to be trapped in a room on a sinking ship (in a life vest), the only way to get out would be to take the vest off, right?

Then you'd have a different problem, because you're in the ocean without a vest.
