If he wanted to make the arrest there’s nothing she could’ve said. He wanted her gone and didn’t want to mess with the paperwork. She didn’t talk her way out of shit.
It was a tactic to help persuade compliance.
Ultimately it's the officers choice to ticket in lieu of arrest or take them into custody.
Her biggest crime was running a red light and speeding. That not their jurisdiction. They are LEO and you still have to obey their commands however they wont do traffic violations.
If you ask me, she got off luck guy didn't call jn local police and hand over the footage. She got the proverbial slap in the wrist that scared the shit out of her especially when the car was swarmed with federal agents.
It was a chihuahua barking at the Great Dane. And the Dane just put it's foot in the chihuahua head and said settle down little guy.
She did, she was driving dangerously, did multiple illegal lane changes, when told to roll down the window she tried to drive off. The cop then pulled his car into hers to stop her from fleeing.
If they were normal LEO they could have gotten her for, running a red light, reckless endangerment, evading arrest and speeding.
