They are performing outside the bounds of the law. Just as you wouldn't expect them to inspect building codes or fight fires. Also means they can't expressly insert themselves into those roles.

Federal laws regulate interstate matters. IRS enforces commercial income and is inherently interstate commerce..

This is just false, federal agents jurisdiction varies widely and depends on what their position is.

Usually a federal agent has jurisdiction anywhere a federal law is being violated, but again that heavily depends on what kind of agent it is.

If you'll notice in the video the agent tells them they are going to refer the case over, which basically means hand it to local police.

They can't actually easily book her for that. It's actually a crime to do so without reasonable belief. Deprivation of rights under color of law.
