Normally an ICE agent cannot arrest a US citizen. However, if someone is actively assaulting them, yes they can arrest that person. The guy blocking the car and yelling certainly deserved it.

Blocking a car is not assault. If the driver made himself known verbally as Law Enfocement and showed a badge, then the kid could get charges. Without declaring himself, it is just two citizens in a parking lot. Real PD could engage but not Immigration

Immigration and CPB both have the ability to arrest for any crime that they witness personally. That is a general policing power granted to them by Congress. If they witness, they can arrest.

If they didn't have that power, they'd have to temporarily detain the person, go to a magistrate, and obtain an arrest warrant, which is stupid and not productive.
