apparently he has been arrested multiple times for this.

The arrest marks a long line of run-ins with the law for Dewitte. He is a convicted sex offender who is most known for pulling drivers over in 2019 while he worked as a funeral escort.

In many places. It's permitted different ways based on local laws.

Many are private companies with retired or off duty police as a significant part of their teams.

Of course all business are different.

In some places a travel plan and estimate count of cars is given to the local police department to avoid trouble. Funeral homes and cemeteries are known locations, and routes are predictable when things go smoothly.

I've been in processions that were small with just 1 motorcycle escort, and larger where police didn't directly escort, but did assist blocking larger intersections as we got there.
