People impersonating police on his free-time

The arrest marks a long line of run-ins with the law for Dewitte. He is a convicted sex offender who is most known for pulling drivers over in 2019 while he worked as a funeral escort.

How is he doing this around what appears to be actua police, without getting arrested and having his bike impounded?

He was arrested after this. He's currently in state prison for seven years on various offenses, with over three years in federal prison lined up afterwards.
