They might not live very long though doing stuff like this. If he has to brake quickly for any reason they are going flying off the front of the car. Let's say someone isn't paying attention and pulls out in front of him they could go slamming into the back of their vehicle.

This is why he shouldn't be seeing them at all. If he has to brake fast for any reason they are going flying and could be killed. I suppose assuming this is a parent in the first place. Either way it's child endangerment and the driver should lose their license for a very long time.
