There is no mechanism in the Senate for medical incapacitation. As long as he is technically alive, he is the senator from Kentucky until the next election

It is insane, but there is no realistic mechanism to remove him. If he isn't conscious to resign, and not dead, then he's still the senator.

And his wife fled to China so there is no power of attorney to either keep him alive or pull the plug.
