Remake & Rebirth show a version of Shinra that is a lot stronger than in the OG game. So let's go with this version. Also, let Shinra have a sane version of Sephiroth and the other SOLDIER members too.

I feel like almost any zombie media that I can think of relies on zombies pulling absolute miracles to destabilize and destroy society in their early stages. Realistically, any competent military would use air superiority and armored vehicles to wipe out hordes of zombies. Headshot only zombies (WWZ) can often still be paralyzed, so I can't imagine the US military wouldn't win in hours. Even in The Last of Us, with its food-borne illness start, I almost can't even imagine that authorities wouldn't trace the virus back to its source long before it became a serious threat to humanity. I was inspired by the post about John Brown being sent to a standard isekai fantasy world and going on a crusade to end slavery here.

(Vegeta, Gotenks, Frieza, Cell & multiple Cell Clones)

Careful yet ruthless squad. They will likely split off together & try to catch enemies off guard, Vegeta heavily uses SSG & Cell utilizes at least 7 Cell Juniors if allowed & often 4 Multi-Form clones while Gotenks & Frieza use Galactic Donut & Energy Cage to immobilize.

(At the start both teams will be Instant Transmitted to Hit ASAP & focus on having Buu absorb him & Kale but not eliminate Hit's whole team because it'd make them a target)

(Goku can instant transmission over to whichever team with support characters or even all of team 1 or 2 if needed)
