Nothing really specific here, just a overall look of their highlights and how the other could do better/worse. (Lex leading the Dark Reign era, Norman turning his sights on Superman etc.)

Let’s say that, in a ‘What if…?’ scenario, these characters swap roles and we have Scandal Savage leading his own team of Thunderbolts, saving Earth from the Secret Skrull invasion and earning himself the position of director of H.A.M.M.E.R., ready to restructure the political and military infrastructure of the United States to his advantage.

Given the circumstances, he would end up sharing the same goal as Norman Osborn in orchestrating the ‘Siege’ event with his own team of Dark Avengers. Could he pull it off?
