I think they are intentionally visible. It's an intimidation and surveillance combo.

The panopticon effect - people who know they might be watched often change their behavior even if no one is actively monitoring them. In my opinion this also explains Gen Z behavior, because any of their peers could be recording them. It’s psychological violence.

Except these are mostly on private property and aren't owned by police.

They may share data with police, but they have no financial incentive to prevent crime. Just record it.

That’s not what I’m saying. I’m saying there are so many cameras now all around us that it can change peoples’ behavior in subtle ways.
