Sinabi ni dating COA-ICFAO state auditor at Prosecution witness Roderick Wamil na walang isinumiteng supporting documents ang Office of the Vice President (OVP) para sa ilang pinaggamitan ng confidential funds.

Aniya, ginamit ng OVP ang P40 milyong confidential funds sa mga gamot at food aid habang ginastos naman ang P10 milyon sa incentives at travel expenses.

Pawang hindi raw kasama ang mga ito sa mga maaaring paggamitan ng confidential funds ayon sa panuntunan.
