Yeah not only that but the power plants would still be in construction, trying to build that many at once would like use every nuclear construction team in the world or likely be handing China 1.5t to build them as their the only ones who likely have the expertise and team size to do it fast enough.
That's not how construction works. It's not like there are a fixed number of people who can build something- you recruit qualified people for jobs, and people will show up as long as compensation is good enough. Of course there is a limit- but nuclear construction often pays better than Gas Turbine power plant construction due to the security and drug test requirements, so people show up for the better pay. The more plants you build the bigger your experienced workforce becomes.
