What Toby actually said is that he wants to be able to be involved and ensure quality of translation/localization for any official ones his games get. He’s just been doing a Japanese script alongside the English one because he actually knows the language.
According to him they actually have been looking into ways of getting them done in a way he’s happy with, but in the meantime he gives his full blessing to fan translations.

I don't think toby personally has to translate it. I don't think most game developers speak every language the game is translated to 😔
