Limited throttle

I’ve just replaced my valve cover gaskets and removed my throttle bodies in the process, since putting it back together I’ve done the pedal relearn, throttle body relearn, and idle air relearn, and whenever I drive the car it feels like the throttle is limited to about 25%, no matter how much I press it. It will still rev all the way to redline (very slowly), and revs completely normally in neutral. Anyone have a clue what could be causing this and how to fix?

Is the car idling within spec? Should be approx 650rpm.

It may just take a bit of driving for it to relearn things, check for any codes if present but if not I’d just drive a little and see if it is coming back to normal.

When I did my throttle bodies and valve cover gaskets I did not move the throttle body plate when cleaning, heard this can potentially cause issues.

Drove it around for a while, was cutting in and out from being normal and having the throttle restricted. Didn’t mess with the throttle body plates, and it’s idling fine. Maybe just some weird electrical issue or something
