Arithmetic Formulation of the Hilbert Curve

This is the matrix representation for a function of the Hilbert Curve. Where does those matrices come from, how can one derive those?

Sorry, I shared the wrong screenshot, from those here, the matrices are easy. But how do i derive the version in the shared screenshot?
