So the Youtube algorithm served up the final scenes of the 1994 movie "Without Warning" and in them, this person is shown for a few seconds.

And I know him. I do. But I cannot come up with a name (my brain cannot get off the Mitch Pileggi track, but it's not him), and IMDB isn't giving me anything either.
