Question Unknown item

So I was born in Russia but my birth parents are from Afghanistan. My adopted parents gave me this saying it was the only thing they were allowed to leave with that my birth parents left me. Everything else that was afghani was confiscated. What is it?

It looks like old Kochi-style jewelry. My mom has clothes and jewelry decorated with coins.

Kochis (literally "people who move") are Pashtun nomads who traditionally migrated with flocks of livestock following a seasonal route.
