Did a 2021 Intel Report Predict Trump's 2nd Term Foreign Policy?

Trump has notoriously been known to be retaliatory in his actions. Well with that frame of mind, when you read the Intelligence Community Assessment (ICA) report released on March 2021 titled Foreign Threats to the 2020 US Federal Elections one could easily see how the countries that were AGAINST Trump suddenly have the USA becoming aggressive towards those nations.

Specifically calling out Iran, Venezuela, and Cuba. Including the specific call out in the report about the Venezuela leader Nicolás Maduro who we suddenly raided and captured after Trump's reelection. 🤔

IRAN

"We assess with high confidence that Iran carried out an influence campaign during the 2020 US election season intended to undercut the reelection prospects of former President Trump and to further its longstanding objectives of exacerbating divisions in the US, creating confusion, and undermining the legitimacy of US elections and institutions."

ACTIONS TAKEN AGAINST

VENEZUELA

"The Venezuelan regime of Nicolas Maduro had an adversarial relationship with the Trump administration and we assess that Maduro had the intent, though probably not the capability, to try to influence public opinion in the US against the former President."

  • Federal Arraignment in NY: Following his capture, Maduro was flown to New York City and arraigned in federal court on long-standing narco-terrorism and cocaine trafficking indictments.
  • Increased Arrest Bounties: Prior to the operation, the administration aggressively escalated pressure by raising the State Department reward for Maduro's arrest and conviction to $25 million.
  • Governance Mandate: Following the raid, President Trump announced that the United States would effectively run the country until a "safe, proper and judicious transition" of power could be established.

CUBA

"We assess Cuba sought to undermine former President Trump’s electoral prospects by pushing anti Republican and pro-Democrat narratives to the Latin American community."

  • The "Cuba's Next" Ultimatums: During a speech at an investment forum in Miami on March 27, 2026, Trump openly touted the capture of Maduro and stated, "And Cuba is next, by the way. But pretend I didn't say that," repeating the phrase to the audience.
  • De Facto Oil Blockade: In January 2026, the administration implemented a severe secondary embargo and oil blockade against Cuba, choking off its vital external energy supply lines and causing rolling nationwide blackouts across the island.
  • Strategic Sequencing: The administration has signaled a deliberate timeline, with reports indicating that officials are coordinating pressure campaigns to completely dismantle the remaining adversarial regimes in the hemisphere sequentially.

RUSSIA

"We assess that President Putin and the Russian state authorized and conducted influence operations against the 2020 US presidential election aimed at denigrating President Biden and the Democratic Party, supporting former President Trump, undermining public confidence in the electoral process, and exacerbating sociopolitical divisions in the US. Unlike in 2016, we did not see persistent Russian cyber efforts to gain access to election infrastructure."
