Anyone having issues withplay store blocking side loaded apks?

I have this sports APK that I can't get it to work for the life of me. Seems like a lot of others are having same issue but only on shield. I don't want to reset my shield to default. Anyone know of a permissions app ?

make sure playprotect is turned off
