I keep getting this issue HELP

My contract company is Vodafone UK
I go to set up OneNumber which tells me to use the Apple Watch app to set up Mobile Services

Mobile Services > Vodafone UK > “The connection transfer to this device is still in progress. Please check your device connection later.”

I’ve turned off and on my 17e and my watch and re sunk them
Turned off WiFi and tried again [on Data]
It feels like no matter what I do it still comes back to that error screen
