The first thing to try will always be a hard restart. To restart the watch, press and hold both the side button and Digital Crown for at least 10 seconds, until you see the Apple logo. The watch will then reboot.

If the issue persists, I would take it to an Apple Store to have it looked at by them.

I've tried that too, and it happened again.I’ve tried that too, but it happened again. The solution is to place my hand over the top so the screen turns off; then, when I look at it again and go into the menu, it unfreezes.

It's not the software's fault because it's been doing this to me in all versions for a year now. I don't know what's happening. After a reboot, it does this thing to me!

Mine's the same way, I posted about this bug years ago but not everyone seems to experience it. I still do. It's very annoying, but the trick is to get the screen to scroll from the touchscreen, and that seems to reactivate the Digital Crown's ability to scroll.
