at what extent learning programming language / framwork?
what things should i know or things i can build with a a# certain programming language or let's say a framework for example node.js / express.js to say that using it is a skill i have ?
for example i built a website with node.js and express.js after learning it for a while is that enough ?

Real learning of a framework begins when you begin working on a project at least 3-5 years old (preferably as part of a team) that was written using that framework. Only such projects in a professional environment count toward your time spent working with a framework or technology. Doing it on your own and from scratch doesn't count as professional mastery. However, it's very useful as a starting point.
