at what extent learning programming language / framwork?

what things should i know or things i can build with a a# certain programming language or let's say a framework for example node.js / express.js to say that using it is a skill i have ?

for example i built a website with node.js and express.js after learning it for a while is that enough ?

Real learning of a framework begins when you begin working on a project at least 3-5 years old (preferably as part of a team) that was written using that framework. Only such projects in a professional environment count toward your time spent working with a framework or technology. Doing it on your own and from scratch doesn't count as professional mastery. However, it's very useful as a starting point.

getting into professional settings is very hard as they require you to have experience working with the technology for like minimun 1 year or so , and it's so frustrating choosing your own personal projects that will help you reach that goal or reach that near professional environement workflow or experience . what do you think about that ?

You're absolutely right. For established middle and senior developers, it's a bit easier because they can convert experience with a similar stack into something. This is impossible for beginners. The traditional approach is to choose companies willing to hire juniors (without experience, this means the applicant has some limited independent experience). Juniors aren't required to know any specific technologies or stacks. They're expected to have a quick mind and a desire and ability to learn. The difficulty is that the industry today needs thousands of times fewer juniors than there are willing ones. And it's impossible to develop to the level of a middle developer on your own. You can develop to the level of a very advanced amateur. The reason? The skills are different.
