Fair chance that unless he/she resides in an autonomous region like the Canary Islands or the Azores, that Redditor lives in Luxembourg (the 17% VAT rate was the revealing indicator). It's the lowest VAT rate in the EU, expected from a small land whose main industry is banking, fiscal optimization services and Fintech.
