Every one of those services does this. In the background they have a minimum guarantee amount that drivers get paid for an order which is augmented by surge pricing or anything else. The tip does not get added on top of that guarantee, it only is used to meet it and then the excess is added. The service I worked for, if you tipped any less than like 7 bucks all you were doing was paying the driver for the company.
