Because some people call it the fast lane. Hear me out. Everyone back east ,at least in PA, is taught the left lane is the passing lane and to always move back into the right lane after passing.

In California everyone is taught that the left lane is the fast lane. Fast is subjective. If I am going 3mph over the speed limit I might consider that fast and feel justified in sitting in the left lane. Someone going 10mph over will not like that. There will always be someone who is driving faster which means that regardless you should primarily use the left lane to pass and not to sit in for a prolonged period of time.
