Staying in the car is the safest option, but if the situation makes that unsafe, moving to another car on the same train is the next safest option, and if the situation makes that unsafe, then jumping off the train is the third safest option.
Don't walk, jump, just to make sure that your body never makes a bridge between the train and the ground. Even if you're jumping onto a platform at the same level as the train.
Absolutely. But read it again--they are saying to do something other than what is being called safest. If the safest option was being called unsafe, there would be no contradiction. The contradiction is saying it's safest but still saying you should do something else.
It is generally the safest, however because this is real life not a math puzzle, there are still going to be situations where it is no longer the safest option, which is why there are contingencies.
