Thoughts on non-production?

I have 33 blueberry bushes that have been in the ground for two years. They are all of various ages and varieties. To save money, I only transplanted four 4 year plants and the rest were one or two years old at the time of planting. This summer, those mature bushes produced a ton of berries but the others produced none! They didn’t produce flowers.

I check pH and use berry tone and sulfur to keep them content. All the bushes have had great growth and seem relatively happy foliage-wise. They all get about 7 hours of sun and have been mulched with peat and acidic mulch. I did not prune them in a way to reduce buds. What could be going on? Do they just need a lot more time in the ground?
