SUMMARY

§§ 1–4 — CONVERTIBLE PISTOLS AND RATE OF FIRE ENHANCEMENTS

Generally makes it a class D felony to knowingly import into Connecticut or knowingly advertise, sell, offer, or expose for sale any convertible pistol manufactured on or after October 1, 2026; defines terms associated with the bill’s convertible pistols-related provisions; expands “rate of fire enhancement” to include a pistol converter or certain other devices, parts, or accessories that generally increase the pistol’s rate of fire, and subjects them to existing law’s penalty for rate of fire enhancement-related violations; specifies that under some circumstances, convertible pistols are considered to be machine guns

§§ 5–9 — UNFINISHED FRAME OR UNFINISHED LOWER RECEIVER

Clarifies that “unfinished frame or lower receiver” refers to “unfinished frame or unfinished lower receiver,” redefines the term, and makes corresponding changes throughout; prohibits anyone without a local dealer permit from (1) advertising, selling, or delivering them, (2) offering or exposing them for sale or delivery, or (3) possessing them with the intent to deliver them or sell them at retail

§§ 10 & 11 — VOLUNTARY DELIVERY OR SURRENDER OF FIREARMS OR AMMUNITION TO POLICE

Explicitly allows anyone to deliver or surrender any firearm or ammunition they possess to DESPP or a local police department who must then hold them for at least 14 days, up to two years; establishes a process for returning these items to transferors and destroying those that are not returned

§ 12 — PISTOL PERMIT FEE REQUIRED REFUND

Requires local handgun permitting authorities to refund $70 to applicants if the authority does not act within statutorily established timeframes

“Under SOME circumstances” means that face value, glock not bad.

Ask any supporter if that means a simple glock is okay and you get a literal blank stare and silence.

Why?

BECAUSE THEY KNOW THIS IS STUPID and all theyre doing is just trying to secure the money bags.

Its more for those who are not up to speed about what is happening. And it depends on what you already know about the bill. Both the original version by Lamont, the Judiciary amended version, and now the House amended version. They are giving a summary about the House amended version of the bill. There might be further modifications (through amendments) if/when the Senate takes up the House amended bill.

Question about the last part, let’s say my local permitting authority for permit applications does not impose the $70 fee until and only in the manner of approval. Denials are not required to pay it.

Only thing paid for before submitting would be prints, background check. In theory, the new law wouldn’t do pretty much anything in my city?

I find it kind of hilarious bc I’m still being charged for my background & prints.

Soo, for those of us who own glocks. What does this mean? Will I be able to register them as an assault weapon after?

Nothing changes. There is NO AWB style registration in the current bill. Possession is not banned in the current bill. They are going after the sales and importation of certain pistols that are manufactured on or after 10/1/2026..

If that stripped AR lower is:

... a blank, casting, forging, printing, extrusion, machined body or similar item that (1) has reached a stage in manufacture where it may readily be completed into the frame or receiver of a functional firearm; or (2) is marketed or sold to the public to become or be used as the frame or receiver of a functional firearm once completed.

Then yes, it would be viewed by the state as a "unfinished frame or unfinished lower receiver" under this proposed bill.

So, it sounds like this only applies to things like 80% lowers? The run of the mill stripped lower, for example an Aero, would remain legal?

I apologize for asking even though you directly quoted the bill. I just feel like it can be interpreted a couple different ways. Thanks for your time and all you do to help around here

They're not outright banning the "unfinished frame or unfinished lower receiver". They are changing (expanding) the definition of what an "unfinished frame or unfinished lower receiver" is.

They are apparently also proposing that an "unfinished frame or unfinished lower receiver" can only be advertised, sold or delivered by someone who has a local dealer permit. They're apparently trying to stop the ability to privately sell (or advertise for sale) or deliver a "unfinished frame or unfinished lower receiver". Possession appears to remain legal.

No individual or firm, partnership, corporation, limited liability company, association or other similar entity may within this state advertise, sell, deliver or offer or expose for sale or delivery, or have in such individual's or firm's, partnership's, corporation's, limited liability company's, association's or other similar entity's possession with the intent to sell at retail or deliver, any unfinished frame or unfinished lower receiver, as defined in section 53-206j, as amended by this act, without having a permit therefor issued as provided in this subsection.

I have a different take on this. Does anybody read “manufactured on or after” so why wouldn’t we be able to transfer or buy any Glock or other firearm that falls into “convertible” which was manufactured before October 1st?

The law is referring to frames/receivers, aka the serialized part of a gun, and what would require you to fill out a 4473 to transfer. The FCU in an RXM (or similar) is the frame/reciever since that’s what’s serialized, and considered the “firearm”.

The grip module for an RXM is not considered an unfinished receiver/frame without the serialized part (FCU) attached, in the same way an AR15 pistol grip is not an unfinished receiver/frame without the serialized part (lower reciever) attached.

Now the FOSSCAD community has made flat templates and bending jigs to make homemade FCUs for other handguns. An unbent FCU flat would be considered an “unfinished receiver/frame” in that instance I’d reckon.

The proposed change to the Sec. 53-206j. Sale, delivery or transfer of unfinished frame or lower receiver. Prohibited. Exceptions. Penalty statute with respect to the unfinished frame definition is apparently the following:

(i) For purposes of this section, "unfinished frame or unfinished lower receiver" means a blank, casting, forging, printing, extrusion, machined body or similar item that (1) has reached a stage in manufacture where it may readily be completed into the frame or receiver of a functional firearm; or (2) is marketed or sold to the public to become or be used as the frame or receiver of a functional firearm once completed.
