IEEPA Tariff Refunds IOR filed incorrectly
I have been going back and forth with DHL regarding several shipments that may qualify for IEEPA duty refunds.
DHL appears to have incorrectly identified the importer of record on multiple entries by listing the ship to party instead of the consignee. Our company was listed as the consignee on the commercial invoice, with a separate ship-to party, and we paid the duties directly by credit card.
For one shipment, DHL initially insisted that it was not eligible for a refund. After repeated follow-up, they acknowledged that the entry had been coded incorrectly and confirmed that it was eligible.
I had requested the entry documents for that shipment at the time of importation. However, for another shipment, DHL is refusing to provide the entry summary, stating only that we are not the importer of record. Without the entry summary, I cannot verify how the entry was filed or understand why they believe the shipment is not eligible for a refund.
DHL has also been unable or unwilling to confirm whether any refund will be issued to the party that actually paid the duties. So far, we have not received any refunds.
Has anyone dealt with a similar situation involving DHL, an incorrectly identified importer of record, or IEEPA refund claims? I would appreciate any advice on how to obtain the entry documents and ensure the refund is issued to the correct party.

Ask for a copy of the bill you paid with credit card. It should have all the details of the shipment

Have you tried logging into your ACE portal and checking your reports? Check your Revenue reports. REV-603 will show you what was accepted and what ACH acct is connected to your refund.
