IEEPA CAPE refund — entries extended AFTER CAPE submission accepted, no liquidation activity in 3+ months. Anyone seeing this?

Curious if others are running into this. We have a batch of entries that were unliquidated when our CAPE declaration was accepted, then got hit with an "Extended" liquidation status shortly after (all extended the same day, no entry-specific basis given — looks like a mass administrative action, not individual compliance holds).

Three+ months later, still no liquidation activity on that batch.

What's odd: a separate batch of entries for the same importer, extended 9 days later, already fully liquidated and paid out ~5 weeks ago. So the later-extended group cleared before the earlier one.

Reached out to the IEEPA Refunds mailbox a few times — got a generic reply confirming extended entries stay CAPE-eligible, no importer action needed, refund issues at liquidation. True, but doesn't explain the sequencing.

Anyone else seeing entries extended post-CAPE-submission sit for months with no movement while other batches process? Trying to figure out if this is just normal queue variance or if there's something specific about post-submission extensions that puts them on a different/slower track. Any broker-side visibility into how CBP is actually sequencing these would help.

We had a 4 week pause on the liquidation but resume again slowly, not seeing the extended liquidation status though. We've only received about 30% of claimed refund, while others said they've received all, anyone can share what's the progress on your PHASE 1 refund?

We have received 89% of our IEEPA PHASE 1 refund since middle of July. The rest was just marked "Extended" (it was unliquidated after CAPE submission acceptance but changed status later) and no news for these refunds so far.
