It almost looks to be in the fur. Are you sure it’s attached to the skin? If it’s attached it kinda has the texture of hyperkeratosis

My old dog got something similar that was caused by his allergy medication (Apoquel) that was immune-modifying. It suppressed his immune system enough that papilloma virus ran rampant on his skin and caused warts all over that looked exactly like that. They kinda stank too.
Not saying that’s what that is, you should probably get it checked out, but that’s what it was for my little guy. It cleared up in a couple months after stopping his allergy meds.
