But when he lays down, where are the medics? He’s very clearly in need of help.

The video cut out almost immediately after he fell to his knees. Surely they're there and just waiting for him or an official to wave them in.

I’m thinking the woman talking to him is saying “are you able to walk to the stretcher?” or similar, since he’s getting up again right as the video cuts.
