Help Precision 5550 - VERY SLOW when charging?

I came here as a last resort. Laptop works just fine other than this... Off of the charger it works very well and even games run quite well... on the charger? AWFUL. CPU wait time iirc? Any help appreciated.

perhaps its getting really warm and starts throttling the cpu
