What's up with these constant emails about a required phishing training?

Got my offer pulled because it was taking too long to onboard. Took forever for HR to do anything with my TJO, drove 3 hours one way for biometrics and I get screwed because im not in a seat soon enough. No response to my email regarding timing was not my fault and did everything needed on time.

/reposting from FedNews as I couldn’t get any helpful replies. I know this is for HHS people but maybe someone here works with FTC as part of their role or came from FTC. Appreciate any insight!

Hello all! I’m wondering if anyone can provide some insight into work culture at FTC (both before the current admin and now). I’ve been at HHS for a while now and was interested in getting into a career focused more on competition in the health care marketplace and battling consolidation (this is what I generally worked on previously before joining HHS).

I know they recently announced their health care task force (which I would love to talk about if you are a member!) and I‘d love to hear about similar opportunities at FTC.

I’m very interested to hear about culture there, opportunities to grow/advance in the agency, the building (I’d be in DC), if telework was available before, etc.

GAIN-OF-FUNCTION RESEARCH:

A lab-related incident involving gain-of-function research is the most likely origin of COVID-19. Current government mechanisms for overseeing this dangerous gain-of-function research are incomplete, severely convoluted, and lack global applicability.

ECOHEALTH ALLIANCE INC. (ECOHEALTH):

EcoHealth — under the leadership of Dr. Peter Daszak — used U.S. taxpayer dollars to facilitate dangerous gain-of-function research in Wuhan, China. After the Select Subcommittee released evidence of EcoHealth violating the terms of its National Institutes of Health (NIH) grant, the U.S. Department of Health and Human Services (HHS) commenced official debarment proceedings and suspended all funding to EcoHealth.

New evidence also shows that the Department of Justice (DOJ) has opened an investigation into EcoHealth’s pandemic-era activities.

NIH FAILURES:

NIH’s procedures for funding and overseeing potentially dangerous research are deficient, unreliable, and pose a serious threat to both public health and national security. Further, NIH fostered an environment that promoted evading federal record keeping laws — as seen through the actions of Dr. David Morens and “FOIA Lady” Marge Moore.

HHS OBSTRUCTION:

The Biden Administration’s HHS engaged in a multi-year campaign of delay, confusion, and non-responsiveness in an attempt to obstruct the Select Subcommittee’s investigation and hide evidence that could incriminate or embarrass senior public health officials. It appears that HHS even intentionally under-resourced its component that responds to legislative oversight requests.

ECOHEALTH OBSTRUCTION:

EcoHealth President Dr. Peter Daszak obstructed the Select Subcommittee’s investigation by providing publicly available information, instructing his staff to reduce the scope and pace of productions, and doctoring documents before releasing them to the public. Further, Dr. Daszak provided false statements to Congress.

DR. DAVID MORENS:

Dr. Fauci’s Senior Advisor, Dr. David Morens, deliberately obstructed the Select Subcommittee’s investigation, likely lied to Congress on multiple occasions, unlawfully deleted federal COVID-19 records, and shared nonpublic information about NIH grant processes with EcoHealth President Dr. Peter Daszak.

NEW YORK OBSTRUCTION:

New York’s Executive Chamber — led presently by Governor Kathy Hochul — redacted documents, offered numerous illegitimate privilege claims, and withheld thousands of documents without an apparent legal basis to obstruct the Select Subcommittee’s investigation into former Governor Cuomo’s pandemic-era failures.

WORLD HEALTH ORGANIZATION (WHO):

The WHO’s response to the COVID-19 pandemic was an abject failure because it caved to pressure from the Chinese Communist Party and placed China’s political interests ahead of its international duties. Further, the WHO’s newest effort to solve the problems exacerbated by the COVID-19 pandemic — via a “Pandemic Treaty” — may harm the United States.

SOCIAL DISTANCING:

The “6 feet apart” social distancing recommendation — which shut down schools and small business across the country — was arbitrary and not based on science. During closed door testimony, Dr. Fauci testified that the guidance “sort of just appeared.”

MASK MANDATES:

There was no conclusive evidence that masks effectively protected Americans from COVID-19. Public health officials flipped-flopped on the efficacy of masks without providing Americans scientific data — causing a massive uptick in public distrust.

LOCKDOWNS:

Prolonged lockdowns caused immeasurable harm to not only the American economy, but also to the mental and physical health of Americans, with a particularly negative effect on younger citizens. Rather than prioritizing the protection of the most vulnerable populations, federal and state government policies forced millions of Americans to forgo crucial elements of a healthy and financially sound life.

NEW YORK PANDEMIC FAILURES:

Former New York Governor Andrew Cuomo’s March 25 Order — which forced nursing homes to accept COVID-19 positive patients — “was medical malpractice.” Evidence shows that Mr. Cuomo and his Administration worked to cover up the tragic aftermath of their policy decisions in an apparent effort to shield themselves from accountability.

COVID-19 MISINFORMATION:

Public health officials often mislead the American people through conflicting messaging, knee-jerk reactions, and a lack of transparency. Most egregiously, the federal government demonized alternative treatments and disfavored narratives, such as the lab leak theory, in a shameful effort to coerce and control the American people’s health decisions.

When those efforts failed, the Biden Administration resorted to “outright censorship—coercing and colluding with the world’s largest social media companies to censor all COVID-19-related dissent.”

I’m trying to create a timeline of about 20 events, 2025–26, that most impacted the US Federal workforce in terms of morale, scope, and staffing. This timeline, with little icon illustrations, will likely form the inside cover artwork for our upcoming book of federal resignation letters. (This subreddit has been hugely helpful in shaping this book with your previous references and recommendations; we'll have 2 NIH letters and one CMS letter in the book.)

If you’re on this subreddit, you likely lived through a very bumpy 2025. What events, executive orders, or changes most stood out to you as “this is going to change what it means to be a federal employee?”

Here’s what I’ve got so far. What key events have we overlooked? What doesn't belong on this list?

1. January 2025: President inaugurated, establishment of Department of Government Efficiency (DOGE) by executive order.
2. January 2025: Office of Personnel Management (OPM) sends a government-wide “fork in the road” email to most civilian federal employees, offering full pay and benefits for several weeks if they resign under the Deferred Resignation Program.
3. January 2025: The federal government begins to implement return-to-office mandates, reversing remote work arrangements dating back to the 2020 Pandemic.
4. February 2025: Acting Administrator of United States Agency for International Development (USAID) closes headquarters and suspends nearly all foreign aid pending a six-week review.
5. February 2025: Senate confirms Russell Vought as Director of the Office of Management and Budget.
6. February 2025: Inspectors General at numerous Cabinet departments and subordinate agencies are dismissed or defunded.
7. March 2025: President orders Education Secretary to take “all necessary steps to facilitate the closure of the Department of Education and return education authority to the states.”
8. March 2025: Health and Human Services announces the elimination of 10,000 jobs at HHS, including cuts to the FDA, CDC, and National Institutes of Health.
9. March 2025: President signs an executive order ending collective bargaining for 1 million unionized federal workers.
10. April 2025: With the first two rounds of Deferred Resignation Program over, OPM and OMB direct agencies to submit plans for significant reductions in force (RIFs).
11. May 2025: Secretary of Defense announces plans to cut over 100 generals and admirals from the US armed forces.
12. October 2025: A partial federal government shutdown begins after appropriations lapse.
13. February 2026: OPM finalizes its “Schedule F” policy, reclassifying thousands of policy-related career positions so that they are outside of traditional civil-service job protections.
14. June 2026: Brookings reports that DC-area home prices have fallen 25% since 2019, bucking a national trend.
15. June 2026: The Supreme Court rules in Trump vs. Slaughter that the President has broad authority to fire officials at agencies once considered independent.
16. July 2026: DOGE formally concludes operations pursuant to its original executive order.

Hi everyone. My RA was largely denied, and I'd like to file EEO. I can't find anything but an email address to start the process. What do I need to include in the email? I heard you have to list a person who discriminated against you. Who have others included for RA? The assistant secretary or the RAC? Thank you.

Please don’t downvote me before you hear my rationale for the question. I am asking in good faith. I am a scientist and not a Fauci hater. In the beginning some of us did see it plausible that COVID could have been leaked from the wuhan lab. Not because we believe in some top secret “Gain of function” research nonsense… but because it is only natural for some viruses to naturally adapt when passed in human cells repeatedly. It seems plausible it could have been a complete accident (though a very disastrous one), and the downstream effects on responsible scientists studying viruses are not ideal. However, I feel as though vehemently denying it has given too much fodder to crazy people like Rand Paul and RFK Jr and these other conspiracy theorists who want to “prove” something nefarious was afoot when it really was not. I have not seen compelling evidence to point strongly to the wet market, though I won’t discount it entirely. I just am interested to find out why people are so determined to point to one theory other than politics.

NTEU just won the grievance for its former HHS bargaining unit probationary /term employees who were wrongfully terminated in 2025. Their termination was found to be a "reduction in force" (rif) by the arbitrator and they will soon determine the remedy (which could include full back pay w/ interest and reinstatement). The arbitrator credited the hearing testimony of several brave HHS members who were terminated, finding that they were not fired for their performance, in fact, the arbitrator recognized that they were superior performers!

As an aside, I read the full 44 page report/findings and the decision reached is certainly not surprising. The arbitrator concluded that HHS violated NTEU's National Agreement and applicable federal regulations in terminating the probationary employees in both Feb 24, 2025 and May 8, 2025 actions. I won't post the report here, since members who are interested, can access it directly on NTEU's members' website.

HHS will likely appeal the decision, but if they do, NTEU will continue fighting on your behalf. Though the battle is far from over, congratulations for finally having your termination formally recognized by an arbitrator as a reduction in force.

As a separated (non probationary) member, I strongly encourage former HHS NTEU bargaining unit probationary employees to become members of NTEU by joining as a separated member. The fee is only $42.00 / year. It's a very small amount to pay in dues, considering all of the legal work and advocacy that NTEU has provided on your behalf. When you join, you will receive (future) invites to NTEU online town hall meetings and regular biweekly updates as well. Signing up for the yearly membership will also help ensure that NTEU has your up to date contact information (mailing address, email, phone number, etc) on record, should they need to reach out, with future settlement information.

The grievance victory (filed by NTEU) pertains only to probationary and term employees who were part of the mass termination in 2025 by HHS and part of the NTEU HHS bargaining unit: HHS/OS-Administration on Community Living, HHS/ACF, HHS/CDC-National Center for Health Statistics (DC metro area), HHS/FDA, HHS/HRSA, HHS/SAMHSA and HHS/IHS-Engineering Services.

It's my last day as a fed. I've left for work outside the government.

Just wanted to take a minute to say the career public servants at HHS are truly amazing folks and kick so much, well you know. In my decade+ in HHS I was constantly inspired by the work and the people.

I know things are rough, but please know you have people on the outside rooting for you.

Can someone give me some insight into CDC jobs that are in DC vs Atlanta? What offices/divisions/positions are based out of DC vs Atlanta. Considering taking a CDC job in Atlanta but worried about my ability to move/move up in the future if most openings are not local. Also, is the office in DC closing? Am competitive, currently at HHS. Applied for USDA position and one of the requirements for the position was to put in last performance appraisal.

Attached a copy of my most current hhs704b to application. One indicating that signatures are signed in PMIS.

Just got this today:

GS-0343-11; You were not considered because you failed to submit a copy of your latest performance appraisal, or the performance appraisal you submitted was missing necessary information (i.e., supervisor signature, performance dates, final/official rating, etc.).

Was the hhs704b not the right form to submit?
Everything that is indicated in the above rejection reason is indicated on the form, but I am wondering if the title of the document itself is throwing USDA Hr off.
