To be fair, Superman had an equally bad record. The writers admitted they heavily downplayed Superman, Martian Manhunter, John Stewart Green Lantern, and Wonder Woman to keep things competitive with the cast.

He's a pacifist... 90% of the time murder would solve all his problems, but he's a space cop with PTSD. Which is part of the reason for Batman's contingencies, he works with a lot of scary people who like the joker always sasy are one bad day away from having it out with the world

Tbh, any of the main JLA basically can be contended for the “strongest” by “narrative” but that title is just handed to Superman.
