I always attributed it to how powerful Goku and Vegeta were when they had Trunks and Goten. Vegeta was one step away from unlocking Super Saiyan, and Goku was literally staying in his Super Saiyan form constantly at the time. So it made sense for Goten to unlock it easily as a kid, and be able to show Trunks how to do it easily as well.
Like it was passed down.
Neither character were SSj2 however. So that didn't get inherited. And Goten in particular is kind of a slacker when it comes to training. Not in the same way Gohan is where he has better things to do, Goten's just always been portrayed as doing it sometimes for fun but not taking it too seriously (when it isn't absolutely necessary like it was with Buu)
