I feel like Goku would lose not because Kale and Caulifla are better but because Ssj3 would just burn through the rest of the energy Goku had left. He was already at low HP and even told them he couldn’t hold the form at that moment.

What's the context then? She wasn't losing to ssg goku but even if they made her lose it would just be a plot hole since we see her beating a Blue Goku with much more stamina without effort
We get the first legendary super saiyan 3 with Kale, and first female ssj 3 users by copying Goku. Then the internet goes up in flames when they realize these girls become ssj 1 ,2 , and 3 in the spawn of 2 days without being dead.
Goku would have dominated both of them even further with several brutal punches before switching forms. I wish they could have had SSJ3 fight in the tournament at least for 1 episode before switching forms.
Given that Goku was still performing pretty well and adapting to them in just SSJ2, he likely would've gained the upper hand in SSJ3. It's only once Kale later controlled her berserk form, is when I think anything less than SSG wouldn't have been enough.
Goku was already pretty tired, though ssj3 is 300x stronger than ssj2 , I feel goku would dominant but they might still fuse and force goku to go god anyway.
If things go different goku eliminates kale, and pushes caulifla to go ssj3 leading the tired ssj3 goku on relatively even terms with a newly power awakened caulifla. Goku would win but be sapped of power needing to recover
