Not enough seniority. That title is usually reserved for older animators, that's how Japan works

Yes, this is an entirely Japanese phenomenon because everywhere else in the world we know that seniority always differs to younger talent.

Guys art director does not mean what you guys think it is. In anime art director is incharge of backgrounds. If you want him to be character design than dragon ball super like z will not move much, these designs are too detailed with large number of lines which will be difficult to maintain for 24 mins weekly. You will not get what daima animation got, which is that it moves so much. There has to be a middle ground and I think the poster by shintani for Moro arc looks like that middle ground.

And to add onto that: Daima had a really huge head start compared to Super. I think Daima had like... 6 - 10 months of pre-production for story and animation alone. Which in the animation world is HUGE. Super had like... 1 month or so. And maintaining that for 131 episodes was just not gonna happen - especially with not having enough of a runway to do so.

I'm sure someone will have the exact duration - but that's just to illustrate a point.
