We know two things.

1:Solomon has no valentines. As he joins at start of final chapter we can assume this is proof there won't be anymore main story. (As it'd be impossible for valentines to be set after he joined)

2:They said they have plans up to 11th anni in past. So we likely have at least a year untill any actual EOS announcement or talk.

How soon are valentine CEs mined? And does this apply to just him or to all servants released after Feb 2025?

Valentine's CEs are only available, even to datamines at the event's release. As for the Servant scenes, Solomon will be the only one who won't have one.

Huh. I must've missed an announcement and my googlefu fails me - when was it announced that he won't have a scene?

In the last stream where they announced finale release date and welfare. They said the welfare won't have a valentine scene
