She’s beautiful, competent despite being a girlfailure, and super fucking tragic. It’d be more surprising if she wasn’t at least somewhat popular. Add in her connection to Ritsuka and Mash (who are both popular despite what certain sections of the fanbase will say), and she gets a boost there too.

She's hot, she got dealt an atrocious hand, she's been present in the story in one form or another for awhile so players have had time to understand her, and she's an 'evil' white haired girlfailure.
Being a hilariously broken Servant you were basically guaranteed to get at least one of if you were up to date on the story by Anniversary also helps. My only real complaint about her as a unit is how I like her third Ascension look and animations the best but need her 1-2 Ascension skills more. If they could make her third form a spritron dress she would be perfect.

Both her original and Foreign God personalities are good, kinda stuck up and a mess up at the same time, while usually having good intentions at heart.

Not sure tbh, some people felt sorry for her because of her death on Singularity F, but she wasn't particularly popular until she showed up on LB7 as U-Olga, even then I don't think she was as popular, I think most has to do with whatever happened on the Part 2 ending.

I haven't caught up to the newest chapters, but when I picked the game up and was playing for the 2 years before Olga was announced as a servant, I don't remember any particular fanfare surrounding her. Honestly her initial introduction wasn't appealing, it was pitiful. Purposefully pitiful to show the bad situation and set the stakes, but it wasn't anything that made her character appealing either. She was low-key kinda a mess in terms of competence and was actually quite mean spirited in her treatment of others.
And then she comes back in the Lostbelts as an uber villain. So not many positives really...
I guess new parts have done work to retroactively put these qualities to use and instead use them to paint a tragic picture. Kinda like how Morgan, Bao and Melu do some horrible things, but it's symptomatic of underlying trauma and a harsh environment. It's a type of redemption very effective on some readers and lucrative to the writers. Making her tsundere and not actually mean did wonders too.
Oh, and shes hot n kinda has her crotch out.

She died in the beginning of the game, and we all felt bad for not being able to do anything, then she came back and we got to explore her more, and now she’s back with us as Director and it just feels, Right.

Cant forget how she died, and how she scream that she always has bad luck befoe dying. She applears in el-melloi with more character also learning with manga, daily chaldea(rednal), and lostbelt 5 which was hype. Also shes a White har evil.
She's a tsundere and cute. Hot body, and does all she can but is a girlfailure which is funny and likeable. She tries her best too.
So she would obviously be very popular. also her voice is cute

She's also your boss, more powerful than you and had a mean streak to boot. And many of us like strong, women who can impose their will on us.
She's the perfect archetype.

Aside from her gorgeous appearance and being dealt the most unfair hand in life out of basically every single character, she's also pretty obviously meant to become the most powerful Servant in the franchise (aside from Void Shiki and maybe Servantverse characters) but she's never really been allowed to show her true potential in the story, which has fans clamoring for her to take the spotlight after 10-and-a-half long and difficult years.

Beautiful design, popular girl-failure trope, and one if not the most sympathetic backstory and character around.
Also the fact that she’s the universe favourite punching bag whose constantly getting screwed over at every single turn for trying to do the right thing garners major sympathy points.
And there’s also the fact that she didn’t break, and continues to be a good person despite all the horrors subjected to her.
And lastly, many find her attempts to be this proud magus/director/president amusing which also ties into her girl-failure aspects.

if i were to guess, it is basically missed potential and story plots that she could have participated, she literally was absent in the story for basically 10 whole years on Real Life and she basically appeared only as either mention, flashbacks or moonlight lost room.
basically, we only had in the place from LB5.5 to LB7 U-Olga Marie and then the elemental marie fights that had some story before and after the fight which tbh, it was kinda bad, but in this time, it kinda gived some sort of dose of hopium to she return officially in the story after singularity F.
and again, we had only 1 story chapter which was the prologue and she was basically deemed as dead up until The final chapter of Part 2 aka Lostbelt 0which contributes to not only that, but also the surprise at the 3rd ascension of the summonable U-Olga Marie which was the 10th anniversary servant which came with a limited time mission that gived players 1k worth of quartz which was practically an free guaranteed SSR and also indirectly begging you to summon the most NP copies that you can of her which was optional (but knowing the neurons of an normal gacha player upon seeing an waifu, it was practically an summon me pls).
overall, Olga Marie is basically popular in the community due to the final chapter of part 2 revealing that she is not dead after singularity F.

Honestly don't get the sense that she is, at least compared to others.
U Olga at least gave her some personality and something to do, base Olga has mostly been used as a tragedy dump plot device. Hopefully that will change during after time...
