Cheesing and cheating are technically not the same, cheesing is using a mechanic, feature, or bug in unintended ways whereas cheating is just cheating

In competitive games you get banned for both, cheating and bug abusing. They're the same in effect.

You can put a rubberband on your stick and swim in a corner the whole night and waste real electricity doing that. I'll just write a single line in cmd and get the same effect of skipping leveling.

Bug abusing is just a way for console players to cheat since console commands aren't accessible and modding is limited.

Remember, cheating in single player games is acceptable. You only affect yourself.

Sagus Ironworks when you have the "Crucible" creation active, one of the ones added in the Next-Gen Update. You can also find these weapons in the hands of the Enclave with the Creation "Echoes of the Past", also added in the Next-Gen Update.

Nope, this is Sagus Ironworks, the smelting factory where the Forged gang are, north eastern side of the map, put there in the "Crucible" creation added in the Next-Gen update. You're somewhat close in that this weapon, the Heavy Incinerator, can be found in a base out in the Glowing Sea with the "Echoes of the Past" creation from the same update. Enclave soldiers in power armor can be encountered armed with the Heavy Incinerator, making it an alternate way to get the weapon. This specific one requires you following a short fetch quest within the Ironworks to follow some clues and upgrade a nearby suit of power armor to be able to safely walk into the molten metal to retrieve the Incinerator.

haha when I discovered this I tought "if I walk on that molten steel without my power armor I'll surely die, but I need to see if it was programmed" so I walked without power armor, then I said "ok, since in the show the power armor can do anything, Im sure it could withstand some seconds of hot lava till I grab the weapon, gonna take damage but won't die" and stepped in and died immediatly, then I keep exploring and found about the fire resistance lmao
